Success is Failure...Policy of U.S. Border Patrol nothing new... , if they catch an alien, that's considered a failure by various high-end management. I've heard certain high-ranking officials in INS say an apprehension is a failure. (NOW DO YOU UNDERSTAND WHY JANET KEEPS SAYING THE SAME THING OVER AND OVER AGAIN AND WHY THEY ARE COOKING THE BOOKS ON ILLEGAL ALIEN APPREHENSIONS?)
