McCain Back At It....Flawed 10-Point Plan Promoted.."The Yuma Sector is the best definition of Operational Control at the Border" says Arizona Congressman Jeff Flake. The approach to border security set out in Sen. McCain's 10-Point plan fails to address the basic problem that has plagued border security for decades. Nowhere does this plan define operational control. Nor does it propose a method of assessing it. Unless this is done, the plan will continue to waste billions of dollars with no guarantee of success.
