NC: Bill to ban use of Mexican consular IDs (FAKE I.D.) might not have intended effect.. Only illegal aliens without a driver's license use the consular ID..The ID can be used at check-cashing and money-transfer outlets..card issued by any country's consulate would no longer count as proof of residency for getting a driver's license..however illegals can still use for proof of residency...when applying for a driver's license....utility bills, mortgage statements and school records are still allowed, according to the N.C. Division of Motor Vehicles.
