Ruling on Ariz. voter citizenship law to be reconsidered.. A federal appeals court will reconsider a ruling that struck down an Arizona law requiring people registering to vote to prove their citizenship. The 9th U.S. Circuit Court of Appeals' order Wednesday means a larger panel of judges will reconsider a three-judge panel's ruling last October. The October ruling said Arizona's proof of citizenship requirement conflicts with a federal law. The federal law allows voters to submit a mail-in voter registration card and swear they are citizens under penalty of perjury. AZ Secretary of State Ken Bennett says he's encouraged by Wednesday's order (THIS MAY BE A GOOD THING FOLKS)
