Napolitano clarifies immigration program (Secure Communities Program)..."Where immigration is concerned, the federal government fundamentally sets the policy." She said communities will benefit from the tool...(some states and some communities are trying to pass laws to opt out of the program)....sounds like it will be mandatory!

Homeland Sec. “Confusion” Over Immigration Program.....Napolitano fired back, acknowledging that there has been “confusion” over the matter and that communications from her agency were “subject to misinterpretation.” However, Madame Secretary made clear that local governments cannot “exclude themselves” from participating in Secure Communities.
