Head of Coast Guard Admits Not Completing Study of Rio Grande... The head of the Coast Guard is admitting he didn't finish a study that could make the Rio Grande a lot safer. The confession came at a Homeland Security hearing in Washington, D.C., on Tuesday. (HE SHOULD BE FIRED) The admiral's answer was in response to a question from border Congressman Henry Cuellar. “In last year’s Coast Guard Authorization Act, there was a provision that said the analysis for the Rio Grande was due on Jan. 15. Any particular reason it’s not been turned in?” asks Cuellar. “No reason at all, sir. It was my fault. I regret it was not turned in. The report is under review right now,” says Adm. Robert Papp
