Seagoing smugglers bringing illegal aliens up Calif. coast...smugglers launch more illegal alien - and drug-filled vessels than ever before toward the state - about one every three days on average..smuggling groups post lookouts to watch the agents and direct boat pilots to unmonitored areas.
